And you can see it in our professional experience and community involvement. CHNW is a horizontal organization, with little regard for hierarchies or pecking orders. Sure, we have titles, but they’re just words on a business card. We walk our talk through collaboration, service and professional excellence.

Jim Rader – President
Mr. Rader has been a director since 2005. His professional experience is primarily in banking, from managing lending units to operational functions and product groups. Mr. Rader is currently a Regional Vice President at Bank of the West, where he oversees the Treasury Management function and staff for offices throughout Oregon, Washington, Idaho, Nevada and California.
Bill McCrae – Treasurer
Mr. McCrae is currently the CFO for the Oregon College of Oriental Medicine. His professional resume includes 30 years in the financial areas of the real estate development industry. This work includes most types of products, and is predominantly in the Portland, Oregon area. Mr. McCrae received an MBA from the Atkinson School at Willamette University and formerly held a Certified Management Accountant designation.
David Schmitt – Member at Large
Mr. Schmitt is a Licensed Clinical Social Worker working with Providence Health and Services. He currently works in Home Health Palliative Care. Mr. Schmitt has been a director since 2002, when he attended Portland State University and lived in housing owned by CHNW.
Patty Blanchard – Member at Large
Ms. Blanchard works for Portland Public Schools as a Human Resource Director and has served on the board since 2016. Ms. Blanchard pursued coursework in HR, Business and Education at Lane and Portland Community College.
Michael Hall – Member at Large
Michael Hall’s career was in student service at four institutions of higher education over a thirty-five year career. He has had an affiliation with CHNW since 1996 and managed a residence life program at the Goose Hollow facility for students of Pacific Northwest College of Art. Michael attended four undergraduate institutions and earned his graduate degree in Organizational Behavior. He became a CHNW director in 2016.
Laura Rosales – Member at Large
Laura Rosales is currently an Industry Vendor with Apartment Guide. Laura was in the Apartment Industry for approximately 19 years. Earning her Real Estate License in Texas in 1994 and completing her CAM Courses in 2001, Laura worked for R.M.I. Property Management as a Property Manager from 2000–2002. From 2002–2004 Laura was the Regional Training Director for the Texas Region and from 2004–2007 she worked as a Regional Property Manager managing over 3500 units and over 10 communities. Laura moved to Washington State in 2007 where she continued her career as a Regional Property Management through 2011 with Aspen Square Management and with IPM as a Portfolio Manager.
Tiffany Prescott – Student Tenant Director
Miss Prescott has been a director since 2015 and is a former tenant and student employee of CHNW. She graduated from Portland State University in 2015 with a degree in Community Health Education and will be pursuing her Masters in Communication at her alma mater beginning this fall. She is the Founder and Executive of Periodic. Inc. Periodic. Inc. address social inequalities regarding menstruation via access, policy, and education.
